The Metsähallitus' Ylikemi angling permit entitles you to fish with a fly or lure in state-owned waters located within the Ylikemi fisheries region. Rapids and flowing water sections of migratory fish waters that do not have their own separate angling permit are also covered by the Ylikemi permit. In such areas, paying only the fisheries management fee does not grant the right to fish.
